BEIJING BEIJING (AP) — Talks on North Korea’s nuclear programs resumed on a positive note Thursday, with the Chinese hosts distributing a draft agreement and the North agreeing in principle to initial steps to disarm.

Drug users and addicts have been self-medicating with various prescription drugs, usually purchased in the Carnegie Centre area, for years. Vancouver drug users [are as] sophisticated and knowledgeable about getting high and maintaining [their high] as anywhere in the world. Hence, the world-class problem and need for... groundbreaking solutions for it. On the Downtown Eastside,... drugs are a sign of having finally made it in the world and maintaining the status quo, much the same as a normal person being sold the idea of owning one’s own home or buying a new car is a sign of having made it. The issue of drug use being a product of social conditioning and environment... seems to be constantly forgotten and never addressed.
