Proposed East Bremerton shelter in limbo

Joel Adamson’s proposed homeless shelter at the end of Bowen Street in East Bremerton on property he owns is at a standstill. After a Wednesday meeting with the county’s Department of Community Development, he was told his project cannot be approved to get a permit to build the temporary shelter in the way he has planned. There are no permits that exist for temporary structures as residences. His plywood cabin structures also do not meet the international building code, which includes a higher level of thermal insulation and needing a bathroom, said Adamson. His plan originally included the use of portable toilets.

“It’s not just this location,” Adamson said. “It’s for anywhere in Kitsap County. The system will not allow something like this.”

The department is working on a long term policy for structures like Adamson’s project. He plans to seek advice from an attorney.
